Overview
"Measuring success: Towards a Development Effectiveness Toolkit for Transboundary Conservation Areas in southern Africa"

This IDRC-funded paper, published in IUCN's Regional Office for Southern Africa's Transboundary Natural Resource Management Series, aims to develop a methodology and a practical toolkit to assist transboundary conservation area (TBCA) managers and decision-makers evaluate the development effectiveness of specific TBCAs - and TBCAs in general - and to provide valuable policy input into decision-making on a national and regional level.

The Toolkit, which incorporates the recommendations of practitioners from a series of workshops, focuses on five outcomes and suggests indicators for progress towards each outcome. The outcomes are:

Improved local and regional livelihoods
Enhanced capacity for conservation
Positive contribution to stability, peace and security
Long-term sustainability of the TBCA
Positive contribution to regional economic development, taking into account external factors

The Toolkit presented is intended to be a work-in-progress, or rather the first step towards developing a practical, user-friendly toolkit for practitioners.
